The great Plover Cove Reservoir is the first reservoir built in the sea
On 20 January 1969, Plover Cove Reservoir, the second largest reservoir in Hong Kong, was inaugurated.

In the past, Hong Kong often faced shortage of fresh water.
Citizens could only get fresh water supply once every four days, and each time only for a four-hour period during the most serious water rationing in 1963.
In 1960, Mainland Chinese Government helped the British colony by building a big water supply project and selling fresh water to Hong Kong.

Colonial Officials still wanted to enhance the fresh water storage power of Hong Kong.

The facilities of Plover Cove Reservoir
Director of Water Supplies T.O. Morgan worried as he knew Hong Kong had no more big valley suitable for reservoir construction.
Morgan later conceived a strange idea during his boat trip at Tai Po’s Plover Cove, which was enclosed on three sides.
He thought that it should be possible to build a reservoir by cutting Plover Cove off from the Tolo Harbor by building a long dam, extracting the seawater inside and refilling the fresh water.

After the feasibility research, Hong Kong Colonial Government really built the 2.1 km long main dam and two 200 m long service dams for storing 230 million m3 of fresh water.

This world’s first reservoir built in the sea is now the second largest reservoir in Hong Kong.
